State below in reasonable detail the reasons why Form 10-K and Form 10-KSB, 20-
F, 11-K, 10-Q and Form 10-QSB, N-SAR, or the transition report or portion
thereof could not be filed within the prescribed period.

This is the initial 10QSB filing for the Registrant after its merger with The
Duck Corporation on June 15, 1999. Because of the complexity connected with this
transaction and the administrative burdens placed on management, the Registrant
needs several additional days to complete the information required to be
included in the 10QSB for the quarter ended 6/30/99.

On2.com Inc. merged with Applied Capital Funding, Inc. on June 15, 1999 and
succeeded to Applied's filing obligations. Prior to the merger, Applied had no
active business and its financial statements reflected this dormancy. The
financial statements to be filed on Form 10-QSB for the period ending June 30,
1999 will reflect the combined operations of the post-merger company and will
therefore depart substantially from the results of a year ago.

under the Securities Exchange Act of 1934.

thereto must be completed and filed with the Securities and Exchange Commission,
Washington, D.C. 20549, in accordance with Rule 0-3 of the General Rules and
Regulations under the Act. The information contained in or filed with the form
will be made a matter of public record in the Commission files.

3. A manually signed copy of the form and amendments thereto shall be filed with
