The Application-Declaration is hereby amended to include the following
request with respect to Commonwealth Gas Services, Inc. ("COS").
Item 4. Regulatory Approval
(a) State the nature and extent of the jurisdiction of
any State commission or any Federal commission (other than the
Securities and Exchange Commission) over the proposed
transaction.
COS obtained an Order dated December 20, 1993 from the Virginia State
Corporation Commission ("Virginia Commission") which was filed with the
Securities and Exchange Commission ("Commission") by Post-Effective
Amendment No. 1 to this Application-Declaration.
The Virginia Commission has authorized $16 million of long-term debt
financing and $30 million of short-term financing for 1994. The request of this
Commission was for $30 million of short-term authorization for the period
October 1, 1993 through December 31, 1994 and $41.2 million of long-term debt
from October 1, 1993 through December 31, 1994.
COS issued $25.2 million of long-term debt to Columbia in the last
quarter of 1993 and COS borrowed up to $28.2 million of short-term debt in the
last quarter of 1993.
Columbia requests that the Commission release its reservation of
jurisdiction over the long-term and short-term financing requested by COS,
thereby authorizing COS $16 million of long-term debt financing and $30
million short-term debt financing for the year ending December 31, 1994.
