Item 1. Description of Proposed Transactions.
The application or Declaration, as previously amended in this
proceeding is further amended by withdrawing Amendment No. 9 (Post-Effective
No. 5) and substituting this Amendment No. 10 (Post-Effective No. 6) in lieu
thereof.
Item 1 is hereby amended by adding the following thereto:
"By orders dated April 13, 1993, June 25, 1993 and December 15, 1993
(HCAR Nos. 25791, 25837 and 25946, respectively) Mississippi was authorized,
among other things, to issue and sell, from time to time or at any time on or
before December 31, 1995, one or more series of its first mortgage bonds and/or
its preferred stock in an aggregate principal amount (or par value, as the case
may be) of up to $165,000,000. Additionally, Mississippi was authorized, pending
completion of the record, through December 31, 1995 to enter into loan
agreements or installment sales agreements in connection with the issuance and
sale by public instrumentalities of one or more series of pollution control
revenue bonds in an aggregate principal amount of up to $50,000,000. Mississippi
has caused to be issued, pursuant to the above mentioned orders, a total of
$38,875,000 of pollution control revenue bonds and the Commission has continued
to reserve jurisdiction over the remaining $11,125,000 of pollution control
revenue bonds.
Mississippi now proposes to increase by $13,875,000 such remaining
authority with respect to pollution control bonds with the effect of giving
Mississippi authority to cause up to $25,000,000 of additional pollution control
revenue bonds to be issued, pending completion of the record."
