by National Fuel Gas Company ("National"), Empire Exploration, Inc. ("Empire"),
National Fuel Gas Supply Corporation ("Supply"), Seneca Resources Corporation
("Seneca"), National Fuel Gas Distribution ("Distribution"), and Penn-York
