State below in reasonable detail the reasons why Form 10-K, 20-F, 11-K, 10-Q,
N-SAR or the transition report or portion thereof could not be filed within the
prescribed time period.
The First Federal Employee Investment Plan (the "Plan") experienced an
unanticipated delay in receiving financial data from the custodian of the Plan's
records. The custodian experienced a loss of information on its computer system,
and the custodian's back-up records proved to be unusable. As a result, the Plan
did not receive the data necessary to complete the Plan's financial statements
and to have those statements reviewed by the Plan's independent auditors prior
to the filing deadline.
