Pursuant to Order of the Securities and Exchange Commission dated
January 13, 1993 (HCAR No. 35-25734) in the matter of File No.
70-7911.
Southern Electric Generating Company ("SEGCO") and Southern
Electric Railroad Company hereby certify to said Commission,
pursuant to Rule 24 and the above-referenced Order, as follows:
SEGCO has decided to proceed with a project for the benefit
of Plant Gaston (the "Plant"), a five-unit coal fired generating
facility, four units of which are owned by SEGCO and one unit of
which is owned by Alabama Power Company. The project consists of
the construction of a turnout from the existing line of CSX
Transportation, Inc. ("CSX") to the existing line owned by
SEGCO. The existing connection allows CSX to access the SEGCO
rail line from a westerly direction; the new turnout will enable
CSX to deliver coal from sources located west of the Plant. The
project will thus provide increased rail competition and savings,
as currently CSX may enter the Plant from the west only by
travelling past the SEGCO railroad for several miles and
repositioning locomotives for entry from an easterly direction,
all resulting in inefficient operation and increased rates.
SEGCO currently estimates that the project will result in
cost savings to SEGCO of approximately $235,000 on a present
value basis over the period 1995 through February, 2002 in excess
of the estimated cost of construction. This present value fuel
cost savings was calculated based upon forecasted prices for new
coal supplies to be delivered to the Plant and reflects the rates
quoted by CSX.
